Halton Borough Council is looking to commission artistic input to deliver high quality public art that can communicate key public safety messaging in a community-focused, innovative and invigorating way.
The maximum funding available for this commission will be £10,000 for a least 2 different murals; other proposals which achieve the aims of the brief may be considered. It is expected that the artist will create the murals themselves and that the fee will cover the cost of labour, materials and consultation with target communities/cohorts.
WHAT WE ARE LOOKING FOR
We are looking for high quality pieces that promotes in a creative and inspiring way, how residents can safely return to the High Streets in Halton by following important safety messaging.
This opportunity will allow your work to be highly visible within the borough and the work will also make a difference! The artist can also assist with determining suitable locations, although they must have good visibility and footfall and must be within the high street footprint.
Collaborative proposals from a group of artists are welcome. All proposals must have the ability to work as a mural, and possibly in print or online.
The commissions selected will be:
- Eye-catching and able to bring vibrancy to the High Streets in Widnes and Runcorn Old Town.
- New and engaging content that will be able to reach a large audience, especially targeting the required age range.
- Positive, inspiring community engagement as something Halton can be proud of.
- Able to deliver key messages about how to return to the High Street safely.
We are interested in receiving applications from artists with an interest in participation and socially engaged practice, from diverse backgrounds, with unique personal perspectives to offer. We are also keen that this opportunity is used by the artists to learn and stretch their practice, and this learning is where possible, shared.
BUDGET
The maximum funding available for this commission will be £10,000 (+VAT). This will be delivered in two instalments at the beginning and end of the project.
TIMEFRAME
The timeframe is tight and we are currently looking for the work to be completed by the end of March 2021.
SUPPORT
Halton Borough Council will work with the successful bidder to develop their proposal and facilitate any collaborations with other organisations if relevant.
PUBLIC SAFETY OBJECTIVES – The funding for this project is not about Public Health alone, but about how the health messages enable behaviour changes to enable people to shop safely on their local High Street.
These are the current Safety messages which will form the basis of the creative insight and artist’s messaging, to encourage people to return to Halton’s High Streets safely.
- To increase engagement and compliance amongst with regards to the following:
- Wash your hands regularly, especially before and after visiting your High Street
- When visiting your High Street or local shopping area, keep 2 metres apart
- Wear face coverings on public transport and in all shops. Plus, please wear face coverings when you can’t keep 2 metres apart.
- To keep our High Streets safe for all shoppers, it is crucial you stay at home if you have symptoms.
- If necessary, get tested
- Be kind and tolerant
- To increase awareness that you can spread Covid-19 even if feeling fine
- To increase awareness of Test and TraceHOW TO SUBMIT A PROPOSAL
- Your proposal should be no more than 3 sides of A4.
- Your proposal must be artist-led and of high-quality. We welcome proposals from individuals and organisations.
- Your proposal should outline your understanding of the brief and how your ideas and intended style fulfils this brief. Including but not limited to:
- Why is it high quality?
- What makes it interesting and how you intend to work with target audiences.
- Please describe your artwork style and the methods you would like to use to produce the final artwork. Note: the artwork/s must be an original piece of work.
- Please supply a brief budget breakdown to include: all costs for artist fees, planning, engagement with participants, delivery, travel, materials and equipment. Note we expect the majority of this budget will be allocated to artist time.
- Your activity must be delivered on time and within budget. Please also include any in-kind support in your budget (i.e. free use of equipment, etc.)
- Consideration of potential locations for the artwork if you have any.
- You must have public liability insurance that meets HBC requirements or be prepared to get it for delivery of the project.
- Your full name, address and contact information
- Details of a referee – this should be someone you have worked with in the last two years who can comment on your work.
Selection will be based on your ability to deliver the work to a high artistic standard and within the timescales and budget.
