Evaluation Strategy and Delivery – Counterculture, closes 9 Feb

This three-year creative placemaking programme is focused on health and wellbeing, skills development and active participation in green, blue and urban public spaces across Salford.

The SCPP partnership launched a new shared strategy for culture, creativity and place – Suprema Lex – and works collaboratively to represent and support the city’s creative and culture sectors.

There are three aspects to this brief:

Planning and Preparation

  • Understand the vision and reasons for delivering this project, as well as understand the key evaluation areas
  • Acquire a clear understanding of the project, including the project’s deliverables and anticipated evaluation requirements of key funders & stakeholder needs
  • Establish baseline data – including engagement levels across key areas in Salford
  • Agree protocols for data and documentation sharing
  • Agree the scope of works and key milestones, ensuring alignment with project plans

Evaluation Strategy

  • Establish the overall evaluation strategy framework, working in partnership with the Culture Programme Manager and stakeholders
  • Develop a logic model which draws on: activities delivered, and anticipated outcomes and outputs; data and indicators needed to measure progress – quantitative and qualitative; alignment with/contribution to the city’s shared strategy for culture, creativity and place; and alignment with funder requirements
  • Propose how quantitative and qualitative data may be gathered

Action Plan and Delivery

  • Create a detailed, comprehensive, time-lined action plan for the delivery of the evaluation strategy
  • Identify options on how evaluation can be resourced
  • Create a framework for evaluation activities – it will be important to engage communities, participants and artists
  • Produce recommendations for data collection, storage and a framework for using data to generate evidence and insight into progress against the outcomes
  • Create a plan to deliver the evaluation action plan – involving onsite attendance

In order to be considered please provide:

• Details of the organisation or individual (include roles and CV’s as appropriate to demonstrate relevant knowledge/experience).

• Detail of resource allocation e.g. number of days, delivery/activity schedule, daily rate etc.

• Total required fee (inclusive of VAT, travel and other expenses). Please provide up to two brief examples of comparable project delivery on no more than 1 side of A4.

Deadline to submit a response: 9th February, 9am

A maximum fee of £20,000 is available (inclusive of VAT, travel and other expenses).
