With face coverings now mandatory in shops and on public transport, they are fast becoming an essential fashion item. Many businesses have rushed to produce face coverings but have not realised the opportunity to partner with creatives to transform these functional accessories into works of art. In a bid to prevent the waste associated with disposable single-use face coverings, we’re seeking your help to design a collection of new stylish and sustainable ones.
We’re inviting Liverpool residents aged 14-25 years to enter this design competition, with the winning designs being printed onto special limited addition face coverings, that will be given out for free by Liverpool City Council in their hundreds. This is your chance to see your artwork on display across the city streets and win £200 for your winning entry.

The competition is being conducted by Liverpool City Council, who has appointed Open Culture to administer the competition on the Council’s behalf. The Council is also working with partners in COoL (Creative Organisations of Liverpool).

How to take part
Entry to the competition is open to 14-25 years olds living in Liverpool. Please see below for full terms and conditions.
We want you to express yourself creatively. The brief is open to your interpretation, use as many colours or techniques as you like. You can design on a computer programme or you can put pen or pencil to paper. If your sending design by post it must be completely flat as it will be scanned, so do not glue anything such as sequins or glitter to your design.

Judging Panel
— Kiara Mohammed a multidisciplinary Muslim trans, gender-fluid artist based in Liverpool. She works with photography, filmmaking, and poetry, addressing the intersections of race, gender, sexuality and self-care in relation to forms of community and social responsibility.
— TEE an artist blurring the lines between spoken word and rap, fusing an eclectic mix of sounds including gospel, hip-hop and R&B. His intricate vocal rhythms, ‘sounds-like-home’ melodies and hard-hitting beats create a sound that feels both familiar and new.
— Liverpool City Council (Public Health)
— Open Culture a social enterprise which aims to increase the profile of, and engagement with the arts in Liverpool. Working across multiple art forms we nurture artists and audiences through a variety of projects and events; connecting artists and audiences to make people happier.

Terms and Conditions
- Entry to the competition is open to 14-25 years olds based in Liverpool city.
- The competition has two age categories 1). 14-17 year olds 2). 18-25 year olds and two winners will be selected from each category.
- Entry by anyone aged 18 years and under must ensure they have the necessary parent/guardian authority before making the entry and must include parent or guardian’s name, address & contact telephone number on the entry.
- Entries must submitted via email to info@culture.org.uk or submitted via post to: Open Culture, 127 Dale Street, Liverpool L2 2JH and received by 12 noon on Friday 2 October 2020.
- Submitting an entry to the competition indicates acceptance of these terms and conditions.
- The competition opens for entries from Monday 14 September 2020. The deadline for receiving entries is 12:00noon on Friday 2 October 2020.
- Entrants can submit as many entries as they wish.
- Entries must be designed on the blank templates provided and can be produced digitally or printed on A4 white paper and designed onto.
- Designs that don’t use the template will not be accepted.
- Posted designs that aren’t completely flat with additional materials stuck on (like glitter or sequins) will not be accepted.
- The design must be the contestant’s original work and must not copy any substantial part of any other person’s work. Any unauthorised use by Liverpool City Council of anyone else’s work could impose significant cost and disruption to the Council.
- By entering the competition and in consideration for granting participation in it, each winning entrant grants Liverpool City Council an irrevocable, royalty-free, perpetual licence to reproduce, enlarge, publish or exhibit or otherwise use for any purpose, mechanically or electronically or otherwise on any media worldwide (including the internet) the entrant’s winning artwork. This licence is capable of sub-licence or assignment by the relevant licensee without requiring the winning entrant’s consent.
- Winning entrants shall not object to any cropping or other alteration of their artwork when used inside and outside the remit of this competition.
- Entries will be judged on their artistic merits (taking into consideration the age category) and creative responses to the brief.
- Judges will choose the overall four winners.
- The judges’ decisions will be final and binding in all matters and Open Culture and Liverpool City Council will not enter into any communication or correspondence regarding the decision regarding the winning entries.
- Winning entrants will be notified using the contact information provided by 15 October 2020. If Open Culture is unable to contact any winner, or if any prize money is not claimed within 28 days of being notified then the winner will be deemed to have forfeited their prize and Open Culture reserves the right to determine a new winner for that prize. The names of the winners will be posted on uncoverliverpool.com by 15 October 2020.
- The four winners will receive £200 each. The winners (and their parents/guardians if aged under 18) may be invited to be involved in a winner’s photo call but this may be subject to change.
- There will be no alternative to the prizes.
- The work of the four winners will be artworked, printed and then produced into a face covering. 500 of each winning design may be produced and these face coverings will be given out for free and used by Liverpool City Council.
- Open Culture and Liverpool City Council will not be liable to entrants or anyone else for any loss or damage, however caused, to any entries, and bears no responsibility for incomplete or delayed entries or for the general conduct of the contest.
- Liverpool City Council reserves the right to cancel the competition at any stage if it considers such action necessary, or for reasons beyond Open Culture’s or Liverpool City Council‘s reasonable control, and Open Culture and Liverpool City Council will have no liability to the entrants in respect of any such cancellation.
- By entering the competition, entrants and/or (if the entrant is under 18) the parent / guardian warrants that the artwork that has been submitted:
- Is the entrants original work;
- That all copyright, and any other intellectual property rights in the artwork are vested in the entrant and they have not assigned, licensed or disposed of or otherwise encumbered any of their rights in the artwork;
- does not infringe the intellectual property rights of any third party in respect of the artwork, and the entrant will indemnify Open Culture and Liverpool City Council against any claims made against Open Culture and Liverpool City Council by any third parties in respect of such infringement; and the entrant confirms and warrants that they have the permission to enter their artwork.
- The entrant (or parent/guardian if relevant) agrees to promptly sign any necessary documentation (if requested to do so by Liverpool City Council) to give effect to the licence described in these terms and conditions.
- There is no charge to enter the competition. However, all materials for the production and submission of artwork, in all forms, must be provided by the entrant.
- The promoter of the competition is Liverpool City Council working in collaboration with Open Culture.
- The competition and these terms and conditions shall be governed by and construed according to English Law.
Data Protection & Privacy
- Open Culture and Liverpool City Council and its service providers, will use your personal information for the purposes of administering this competition, informing you if you have won and if so, issuing your prize. Names and ages of winners will be posted online and will be included where possible alongside the winning artworks where published, exhibited or used in any press/marketing material. Your personal information will be properly safeguarded and processed in accordance with the requirements of the Data Protection Act 2018.
- The Winner has the right to object to all or part of this information being published or made available in such event the Winner should inform us in writing at the time of entry.
- You have the following rights when it comes to the handling of your personal data: the right to access, rectify, delete, object to, restrict the processing of, and to data portability in respect of data related to you. Please contact us at our address set out above or at info@culture.org.uk to exercise any of these rights (including having access to your data) or if you have any complaints or queries.
